EPR’s Nick Giles was a member of the Government Salmon and Freshwater Fisheries Legislative Review Group which reported to DEFRA some time ago. Recommendations from the Review Group Report contributed to aspects of the content of the current Parliamentary Draft Marine Bill (April 2008) which sets out legislation for new freshwater fisheries management arrangements and a new marine planning system enabling the sustainable management of a range of natural resources and associated activities undertaken at sea. Of particular interest to ecologists are the new powers which enable the setting-up of a network of marine conservation zones to protect vital fisheries and conservation resources. The zones will be designated to conserve key species, habitats and ecosystems, taking account of environmental, social and economic criteria. A Marine Management Organisation (MMO), working around England and UK offshore areas is proposed; it will be a Non-Departmental Public Body delivering marine functions for the UK Government as a whole.
